Something appears to be blocking that upgrade. You may try to temporarily disable the Norton LifeLock on your computer and try to install again the feature update on your computer however if the issue still persist, kindly follow the suggested steps to reset the update components manually on your computer.

Kindly perform an in-place repair on your computer to fix any issues with the windows updates of your computer.
