I tried the two things you suggested. After a reboot, it detected the same update, was unable to install it, and still gives error 0x I suggest you perform a clean OS install instead.

I have no interest in doing a clean install. If I did, I would have done it rather than post here for help. If a later or replacement version of update is installed, then you can hide this update.
